مَّآ أَفَآءَ ٱللَّهُ عَلَىٰ رَسُولِهِۦ مِنۡ أَهۡلِ ٱلۡقُرَىٰ فَلِلَّهِ وَلِلرَّسُولِ وَلِذِي ٱلۡقُرۡبَىٰ وَٱلۡيَتَٰمَىٰ وَٱلۡمَسَٰكِينِ وَٱبۡنِ ٱلسَّبِيلِ كَيۡ لَا يَكُونَ دُولَةَۢ بَيۡنَ ٱلۡأَغۡنِيَآءِ مِنكُمۡۚ وَمَآ ءَاتَىٰكُمُ ٱلرَّسُولُ فَخُذُوهُ وَمَا نَهَىٰكُمۡ عَنۡهُ فَٱنتَهُواْۚ وَٱتَّقُواْ ٱللَّهَۖ إِنَّ ٱللَّهَ شَدِيدُ ٱلۡعِقَابِ
And what Allah restored to His Messenger from the people of the towns - it is for Allah and for the Messenger and for [his] near relatives and orphans and the [stranded] traveler - so that it will not be a perpetual distribution among the rich from among you. And whatever the Messenger has given you - take; and what he has forbidden you - refrain from. And fear Allah; indeed, Allah is severe in penalty
When the enemy have fled after defeat, their possessions are considered spoils of war (ghanimah). Sometimes the enemy retreats without fighting. On such occasions the booty acquired is described as abandoned property (fay’). As for the spoils of war, after a fifth part has been taken out, all of the remaining portion is the share of the army. While all the abandoned property in the case of Fay belongs to the Islamic government and is to be spent in the public interest. It is the intention of Islam that wealth should not remain restricted to a particular class but should reach every class. In Islam, there is no concept of economy controlled by the State. However, its economic rules are so framed that wealth should not be concentrated, but should keep circulating in all groups.
دشمن کا جو مال لڑائی کے بعد ملے وہ غنیمت ہے اور جو مال لڑائی کے بغیر ہاتھ لگے وہ فئی ہے۔ غنیمت میں پانچواں حصہ نکالنے کے بعد بقیہ سب لشکر کا حصہ ہے۔ اور فئی سب کا سب اسلامی حکومت کی ملکیت ہے جو مصالحِ عامہ کے لیے خرچ کیا جائے گا۔
اسلام چاہتا ہے کہ مال کسی ایک طبقہ میں محدود ہو کر نہ رہ جائے۔ بلکہ وہ ہر طبقہ کے درمیان پہنچے۔ اسلام میں معاشی جبر نہیں ہے۔ تاہم اس کے معاشی قوانین اس طرح بنائے گئے ہیں کہ دولت سمٹ کر چند لوگوں میں محدود نہ ہوجائے، بلکہ وہ ہر سوسائٹي کے تمام لوگوں میں گردش کرتی رہے۔
