وَقُل لِّلۡمُؤۡمِنَٰتِ يَغۡضُضۡنَ مِنۡ أَبۡصَٰرِهِنَّ وَيَحۡفَظۡنَ فُرُوجَهُنَّ وَلَا يُبۡدِينَ زِينَتَهُنَّ إِلَّا مَا ظَهَرَ مِنۡهَاۖ وَلۡيَضۡرِبۡنَ بِخُمُرِهِنَّ عَلَىٰ جُيُوبِهِنَّۖ وَلَا يُبۡدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوۡ ءَابَآئِهِنَّ أَوۡ ءَابَآءِ بُعُولَتِهِنَّ أَوۡ أَبۡنَآئِهِنَّ أَوۡ أَبۡنَآءِ بُعُولَتِهِنَّ أَوۡ إِخۡوَٰنِهِنَّ أَوۡ بَنِيٓ إِخۡوَٰنِهِنَّ أَوۡ بَنِيٓ أَخَوَٰتِهِنَّ أَوۡ نِسَآئِهِنَّ أَوۡ مَا مَلَكَتۡ أَيۡمَٰنُهُنَّ أَوِ ٱلتَّـٰبِعِينَ غَيۡرِ أُوْلِي ٱلۡإِرۡبَةِ مِنَ ٱلرِّجَالِ أَوِ ٱلطِّفۡلِ ٱلَّذِينَ لَمۡ يَظۡهَرُواْ عَلَىٰ عَوۡرَٰتِ ٱلنِّسَآءِۖ وَلَا يَضۡرِبۡنَ بِأَرۡجُلِهِنَّ لِيُعۡلَمَ مَا يُخۡفِينَ مِن زِينَتِهِنَّۚ وَتُوبُوٓاْ إِلَى ٱللَّهِ جَمِيعًا أَيُّهَ ٱلۡمُؤۡمِنُونَ لَعَلَّكُمۡ تُفۡلِحُونَ
And tell the believing women to reduce [some] of their vision and guard their private parts and not expose their adornment except that which [necessarily] appears thereof and to wrap [a portion of] their headcovers over their chests and not expose their adornment except to their husbands, their fathers, their husbands' fathers, their sons, their husbands' sons, their brothers, their brothers' sons, their sisters' sons, their women, that which their right hands possess, or those male attendants having no physical desire, or children who are not yet aware of the private aspects of women. And let them not stamp their feet to make known what they conceal of their adornment. And turn to Allah in repentance, all of you, O believers, that you might succeed
With regard to ladies, satr defines which parts of her body a woman must cover and which parts she may keep uncovered, either in or outside her house, and before whom, when and under what conditions. The literal meaning of ‘O! You Believers! Turn all together towards God,’ is that in carrying out the instructions of the Islamic law, the most important virtues are the receptivity and sincerity of people’s hearts. The male and female Companions of the Prophet Muhammad maintained the highest standard in this respect. ‘A’ishah says, ‘By God! I have never found anybody better than the women of the Ansar when it comes to honouring the Book of God and having faith in its instructions.’ When the following verse of the chapter entitled al-Nur, ‘They should put shawls over their bosoms’, was revealed, the Ansar men returned to their houses and conveyed to their wives, daughters and sisters the instructions revealed for them by God. Some untied their waist-belts while others used their covering sheets and made shawls out of them. The next morning when they offered prayers (salat) led by the Prophet Muhammad, it seemed as if crows sat on their heads (because of the scarves they wore). (Tafsir ibn Kathir, vol. III, p.

خواتین کے سلسلہ میں اسلام کے احکام دو پہلوؤں سے تعلق رکھتے ہیں۔ ایک وہ جس کا عنوان ستر ہے اور دوسرے وہ جس کا عنوان حجاب ہے۔ ستر کا تعلق جسم کے پردہ سے ہے۔ یعنی عورت خواہ گھر کے اندر ہو یا گھر کے باہر، اس کو اپنے بدن کا کون سا حصہ، کس کے سامنے اور کن حالات میں کھلا رکھنا جائز ہے اور کب کھلا رکھنا جائز نہیں۔
حجاب کا تعلق باہر کے پردہ سے ہے، یعنی اس مسئلہ سے کہ شریعت نے عورت کوکن حالات میں گھر سے باہر نکلنے اور سفر کرنے کی اجازت دی ہے۔ ان آیات میں بنیادی طورپر ستر کا مسئلہ بیان ہوا ہے۔ حجاب کا مسئلہ آگے سورہ احزاب میں ہے۔
’’اے مومنو تم سب اللہ کی طرف رجوع کرو‘‘— یہ الفاظ بتاتے ہیں کہ احکام شریعت کی تعمیل کے سلسلہ میں سب سے اہم چیز یہ ہے کہ دلوں کے اندر اس کی آمادگی ہو۔ صحابہ اور صحابیات اس معاملہ میں آخری معیاری درجہ پر تھے۔ حضرت عائشہ کہتی ہیں کہ خدا کی قسم میں نے خداکی کتاب کی تصدیق اور اس کے احکام پر ایمان کے معاملہ میں انصار کی عورتوں سے بہتر کسی کو نہیں پایا۔ جب سورہ نور کی آیت (وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّ) اتری تو ان کے مرد اپنے گھروں کی طرف لوٹے۔ انھوں نے اپنی عورتوں اور لڑکیوں اور بہنوں کو وہ حکم سنایا جو خدانے ان کے ليے اتارا تھا۔ پس انصار کی عورتوں میں سے ہر عورت فوراً اٹھ کھڑی ہوئی۔ کسی نے اپنی کمر پٹی کھول کر اور کسی نے اپنی چادر لے کر اس کا دوپٹہ بنایا اور اس کو اوڑھ لیا۔ اگلے دن صبح کی نماز انھوں نے رسول اللہ صلی اللہ علیہ وسلم کے پیچھے پڑھی تو دوپٹہ کی وجہ سے ایسا معلوم ہوتا تھا گویا ان کے سروں پر کوّے ہوں (تفسیر ابن ابی حاتم، حدیث نمبر 14406)۔
